Skype had requested that the U.S. Federal Communications Commission (FCC) expand the Carterphone landline ruling of 1968 be applied to the mobile industry, which would then require operators to allow any handset, any application to run on their network as long as it wasn’t harmful, however, the FCC aren’t prepared to allow this at the moment.
If you listen to Verizon and AT&T that is what they are doing anyway, but it appears Skype maybe wants to protect its own bandwidth and P2P VoIP application, but the FCC isn’t yet ready to comply.
