According to an article over on The Mobile Indian, the CDMA Samsung Galaxy Y is similar to the GSM version, and is available without a SIM, and thus can be used on any CDMA network including MTS, Tata Docomo and Reliance.

The Samsung Galaxy Y CDMA measures 104 x 58 x 11.6mm, and has a 12mAh battery that is said to deliver up to 5-hours talk time on 2G and up to 160-hours standby on 2G, and comes with a charger, data cable, 2GB microSD card and headset.
